Richland Parish, Louisiana · Release dated Oct. 26, 2026
What the record confirms
According to a release from the Louisiana Office of the Attorney General, the Louisiana Bureau of Investigation (LBI) arrested Perry Fleming, 68, Chief of Police for the Mangham Police Department, and Dakota McKinney, 32, the department's former Assistant Chief. Both were booked into the Richland Parish Detention Center on Oct. 26, 2026.

Fleming is charged with one count of felony theft, one count of money laundering, two counts of injuring public records, two counts of obstruction of justice, two counts of criminal conspiracy and two counts of malfeasance in office. McKinney is charged with one count of injuring public records, one count of obstruction of justice, two counts of criminal conspiracy and one count of malfeasance in office.
Fleming's bond was set at $5,500 and McKinney's at $2,500.
The LBI investigation opened in April 2026 after elected officials from the Village of Mangham asked for help with concerns about the police department. The AG's office says the investigation remains ongoing.
What the state alleges
Investigators say Fleming opened an account titled as a "Beneficiary" account in the name of a Mangham officer killed in a line-of-duty shooting in October 2020. According to the release, seven donated checks totaling more than $6,400, made payable to the officer's family, were deposited into it, and the family says it never knew about the account or received any money.
The state says Fleming used $1,844.61 from the account on a trip to Washington, D.C. for National Police Week in October 2021, while the officer's three adult children paid their own way to the memorial.
Investigators also say records including police reports, arrest records and warrants were moved to an external device and deleted, that surveillance video shows Fleming removing a town computer and returning it factory-reset, and that McKinney had a second computer wiped through an IT vendor.
