What the record confirms
The Newport Police Department on Friday, Oct. 30, 2026, released body camera footage from an Aug. 26 shooting in Newport Harbor that killed Brendan Norris, 27, of Newport, and wounded a Newport police officer in the leg.
The footage was released as a narrated "Critical Incident Community Debriefing," the department's first, combining body camera video with radio communications and other information. The department posted it to its Facebook page with a viewer discretion warning.
According to the City of Newport, the Newport Harbormaster's Office was contacted on Tuesday, Aug. 25, by a private party from New Jersey about a stolen sailboat and was asked to watch for it. Shortly before 9 a.m. the next day, the harbormaster spotted a vessel matching the description anchored in Newport's North Anchorage.
The boat was the Pathfinder, a 1968 Hinckley Bermuda 40 sailboat reported stolen from a Jersey City marina the previous weekend. A Newport city spokesperson confirmed Norris was considered a suspect in the theft. He was never charged, and no court has ruled on that accusation.
The officer who was wounded was treated at Newport Hospital, released the same day and recovered at home, the city said. All officers who fired their weapons were placed on administrative leave pending the outcome of the investigation, which the city described as standard protocol.
The shooting triggered the Rhode Island Attorney General's officer-involved shooting protocol. Rhode Island State Police and Newport police, working with the Attorney General's Office, are investigating. As of the Oct. 30 release, no findings had been announced.
What police say happened
According to Police Chief Ryan Duffy, four Newport police officers and three members of the Harbormaster's Office went out to the sailboat. Duffy said the boat's name had been scraped off its stern.
Police say a man later identified as Norris appeared to be getting ready to leave as officers pulled alongside. In the body camera footage, an officer can be heard ordering him to stay on the deck. Police say he ignored the commands and went below deck.
Duffy said officers could see the man rummaging inside the cabin. Police say a shot was then fired from inside the cabin, an officer was struck in the leg, and officers fired into the cabin.
Officers then entered the cabin and found Norris unresponsive with a firearm next to him, Duffy said. He died at the scene.
Highlighted excerpt
Newport Police Chief Ryan Duffy, speaking to reporters Aug. 26, 2026: "The party armed himself with a firearm, and shots were fired. The suspect is deceased."
Newport Police Department statement released with the video, Oct. 30, 2026: "While BWC footage is an important tool for transparency and accountability, video alone does not always convey the full circumstances of an incident."
What the other side says
No public statement from Norris's family or an attorney representing them has been found. Norris was never charged in the boat theft, and the accusation was never tested in court.
What isn't public yet
The State Police and Attorney General's Office have not released findings. It has not been publicly confirmed how many officers fired, how many shots were fired, or whose shot caused Norris's death; on Aug. 26, Duffy declined to say whether Norris was shot by police or by his own gun. The officers who fired have not been officially named. Official accounts have described the officer's leg injury in different ways, and how it was caused has not been settled. It is not known why the boat was taken or why it was brought to Newport.
