What the record confirms

At 8:48 p.m. on Thursday, Oct. 29, 2026, a woman called Portland police to report that a driver she did not know was following her, according to the Portland Police Bureau. She drove to North Precinct, at 449 Northeast Emerson Street, and parked in the lot.

A PPB sergeant spotted the driver who had been following her, in a silver 2005 Jeep Liberty, and saw the Jeep veer onto a sidewalk, police said. The sergeant turned on his lights to make a traffic stop.

Instead, police say, the driver turned into a precinct driveway and crashed through a roll-up garage door. The Jeep stopped when it hit a PPB specialty tactical vehicle parked inside.

Officers arrested the driver, Catherine M. Fleury, 56, of Portland. Paramedics checked her and found she was not hurt. Police said no one was injured.

Fleury was taken to the Multnomah County Detention Center but was not accepted at booking for a medical reason, police said. She was criminally cited for first-degree criminal mischief and reckless driving and taken to a hospital.

What police say

The bureau says impairment is being investigated as a possible factor in the crash, and that more criminal charges are possible as the investigation continues.

Police released photos showing the Jeep lodged in the precinct's garage door and resting against the tactical vehicle inside.

What isn't public yet

Police have not said why Fleury was allegedly following the other driver or whether the two had any connection beyond the caller's report that she did not know her.

Whether impairment played a role has not been determined. No test results have been released.

The cost of the damage to the precinct and the tactical vehicle has not been released.
