The Pueblo Police Department has released a critical incident briefing with body camera footage from an Oct. 10, 2026, officer-involved shooting that killed 36-year-old Luis Antonio Morales at the Regency Park Apartments in Pueblo, Colorado. The department posted the video on Oct. 30.

The home invasion call

At about 11:09 p.m. on Saturday, Oct. 10, the Pueblo Police Communications Center got a call about a home invasion in the 1600 block of Gaylord Avenue, police said. While officers were on their way, they were told the suspect had left in a Dodge Ram pickup truck. According to the department's briefing, the suspect allegedly assaulted the people inside the home and threatened them with a gun.

The pursuit

Officers spotted the truck at Jones Avenue and Brimmer Avenue and started a pursuit, police said. The driver left the truck in the 0-100 block of Regency Boulevard and ran into the Regency Park Apartments.

At the apartment door

Police say officers learned the suspect was in an upstairs apartment. They knocked on the door and announced themselves as police. According to the department's briefing, the man opened the door and pointed a gun toward officers, and officers fired. In its first release on Oct. 11, the department described what happened as "an exchange of gunfire."

Police say officers rolled the man onto his side while giving him aid and found a fully loaded gun under him. Investigators recovered a gun at the scene. Morales was pronounced dead at the scene. The Pueblo County Coroner's Office identified him.

Officers hurt by friendly fire

Two officers were hurt. Officer Justin Ortiz had a graze wound to the ankle, and Officer Jonathon Woehler was shot in both legs, police said. Woehler was taken to a hospital and released on Oct. 12. On Oct. 16, the department said investigators had found that both officers were hit by gunfire from fellow Pueblo police officers, which police called "friendly fire." Police have not said which officers fired those shots.

"As the facts are established, we will examine the incident carefully, including tactics, positioning, communication and decision making," Police Chief Chris Noeller said in the department's Oct. 16 release.

What happens next

The 10th Judicial District Critical Incident Response Team (CIRT) is investigating, and the department's Internal Affairs office is also reviewing the shooting. The officers and dispatchers involved were placed on administrative leave under department policy. Once CIRT is done, the case goes to the 10th Judicial District Attorney's Office, which will decide whether the officers' use of force followed Colorado law. No public findings have been released.
